They "built" a drainage system with losses of UAH 4.3 million: suspicions were received by employees of the Dnipro City Council

The police in Dnipropetrovsk Oblast have reported that employees of a local government authority, one of whom held the position of director of one of the departments of the Dnipro City Council, organized a criminal scheme. The second individual involved is an inspector from the same department responsible for technical supervision.

Law enforcement officers have determined that in 2021, the public officials from the department of capital construction and representatives of a commercial construction structure entered into an agreement for the construction of a drainage system within the city. The culprits knowingly provided false information regarding the volume of work officially documented but not actually conducted. As a result of these unlawful actions, the local budget incurred damages totaling 4.3 million hryvnias.

The authorities conducted authorized searches at the residences of the individuals involved and in their office premises, where they seized documentation and rough notes confirming the illegal activities.

Based on the collected evidence, both participants in this criminal scheme have been served with suspicions under Article 366, Part 1 (Forgery in Office) and Article 191, Part 5 (Misappropriation, Squandering, or Seizure of Property through Abuse of Office) of the Criminal Code of Ukraine.

The sanctions of these articles provide for penalties in the form of imprisonment for up to twelve years with the deprivation of the right to hold certain positions or engage in certain activities for up to three years, as well as the confiscation of property.

Currently, petitions have been submitted to the court to request preventive measures, including detention, for the suspects.

The pre-trial investigation, under the procedural supervision of the Right-Bank District Prosecutor's Office in Dnipro City, is ongoing.
