A certificate for $5,000: the police of Dnipropetrovsk region exposed a large-scale scheme to evade military service

Law enforcement officers have apprehended three individuals from the Donetsk region who organized the production of certificates of unfitness for military service in Dnipro.

The police in Dnipropetrovsk Oblast reported that the employees of the territorial recruitment and social support center established an illegal business to produce temporary certificates for conscripts and medical commission certificates indicating unfitness for military service, effectively removing the individuals from military registration.

"With these documents, men of conscription age had the opportunity to cross the state border of Ukraine without hindrance. Such services cost clients $5,000 USD," the statement said.

The criminal activities of the three culprits were documented by officers of the migration police department of the Dnipropetrovsk Oblast National Police together with the criminal analysis department. The organized criminal group included three individuals from the Donetsk region: a 35-year-old man and two women aged 29 and 32.

All three culprits have now been served with notices of suspicion under the following articles of the Ukrainian Criminal Code:
- Part 3 of Article 332 (illegal transfer of persons across the state border of Ukraine)
- Part 5 of Article 426-1 (exceeding official powers by a military serviceman)
- Part 2 of Article 369 (offering, promising, or providing unlawful benefits to an official)
- Part 3 of Article 358 (forgery of documents, seals, stamps, or blanks, sale or use of forged documents, seals, stamps, or blanks).

The investigative measures were conducted in conjunction with the investigators from the territorial office of the State Bureau of Investigations (DBR) located in Kramatorsk, under the procedural guidance of the Specialized Prosecutor's Office in the sphere of defense in the eastern region.
