In Kropyvnytskyi, 124 apartments in 19 buildings are planned to be disconnected from the centralized heating system. Residents of these apartments will be reimbursed 40% of the cost for installing individual heating. This decision was made during a session of the city council on July 27.

The optimization program for the heating system has been in operation in the city since 2017. During this period, 547 apartments from 157 buildings participated in the program, according to a report by Suspilne, citing Victor Kukharenko, the head of the municipal housing and communal services department.

The city budget will allocate 457,000 hryvnias for partial compensation, and the total budget of the corresponding program is one million 141 thousand hryvnias.

"We support this decision because it is not cost-effective to supply heat to high-rise buildings with multiple entrances, especially when only a few apartments are left connected to the centralized heating," said Victor Kukharenko.

Partial compensation for installing individual heating will be provided to families whose monthly income per person does not exceed two subsistence minimums, which is 5,178 hryvnias.

The amount of compensation for different types of apartments is as follows: 

  • For one-bedroom apartments: 25,700 hryvnias;
  • For two-bedroom apartments: 29,000 hryvnias;
  • For three-bedroom apartments: 32,000 hryvnias;
  • For four-bedroom apartments: 35,500 hryvnias;
  • For five-bedroom apartments: 38,800 hryvnias.

Eligible participants in the program are apartment owners installing the individual heating system, belonging to socially vulnerable segments of the population. At the time of application, they should have no outstanding debt for the centralized heating service or have a contract with the heat supply enterprise regarding debt restructuring.

The required documents for participation in the program include

  • an application,
  • a copy of the apartment owner's passport,
  • a copy of the technical passport for the apartment,
  • documents confirming the ownership rights to the apartment,
  • an order for the apartment,
  • copies of other documents confirming the social status (e.g., veteran, pensioner, disabled, guardian),
  • a certificate indicating the registered persons in the apartment,
  • a certificate of income for all registered family members for the last six months,
  • and the original extract from the protocol of the relevant commission regarding the disconnection from the centralized heating.

Additionally, applicants must submit a statement of participation in the program, a copy of their passport, a bank account statement, a copy of the commission's protocol, a copy of the contract with the licensed company installing the individual heating system, and an acceptance report of completed work (Form Кб-2).

The documents are accepted at the Citizens' Appeals Department of the City Council (Cabinet No. 103).
