President of Ukraine Volodymyr Zelensky has appointed Oleg Kiper, the former prosecutor of Kyiv, as the new head of the Odesa Regional Administration. This appointment was made through Presidential Decree No. 312/2023.

"Appoint Kiper Oleh Oleksandrovych as the head of the Odesa Regional State Administration," the document states.

Kiper began his work in the prosecutor's office in 2001. He served as an investigator at the Kotovska Interdistrict Prosecutor's Office of Odesa Oblast, prosecutor of the prosecutor's office department of Odesa Oblast, and prosecutor of the General Prosecutor's Office of Ukraine. Kiper also held the position of the chief prosecutor of Ivano-Frankivsk Oblast, deputy prosecutor of Ivano-Frankivsk Oblast, and deputy chief of the General Prosecutor's Office department.

In October 2014, Kiper fell under the scope of the lustration law due to his work in the General Prosecutor's Office during the time of Yanukovych. However, in 2019, the District Administrative Court reinstated him to his position and declared the lustration unlawful. In the summer of 2020, Kiper first became the deputy prosecutor of Kyiv and later headed the Kyiv City Prosecutor's Office.

Kiper took over this position from Maxim Marchenko, whom Zelensky dismissed from office in mid-March. After Marchenko's dismissal, his functions and powers were temporarily assumed by Boris Voloshenkov, the first deputy head.
