State Bureau of Investigations Uncovers Scam with Military Medical Commission Findings in Vinnytsia Region"
According to the State Bureau of Investigations (SBI), since February 2023, representatives of the military medical commission have organized a criminal scheme to extort money from conscripts in Khmilnyk, Vinnytsia region. Men deemed "unfit" for service were required to pay from $3,000 USD, while doctors provided false diagnoses regarding the health of draftees.
The SBI is investigating the possible involvement of the leadership of the military medical commission and representatives of other medical institutions in the city. Additionally, there is reason to believe that scheme participants demanded money even from individuals genuinely unfit for service.
On August 30, 2023, SBI personnel conducted a search at the premises of a territorial center for conscription and social support in the region. During the search, they discovered and seized communication devices, official documentation, draft notes, as well as money of unknown origin in both Ukrainian hryvnias and foreign currency, totaling over 70,000 UAH, in separate envelopes labeled with names.
Preliminarily, the case is being classified under Article 368, Part 3, of the Criminal Code of Ukraine (accepting a proposal, promise, or receipt of unlawful benefit by an official through prior conspiracy by a group of persons or combined with extortion).
The specified article carries a penalty of imprisonment for up to ten years with asset confiscation.
