If a person is obtaining a third or fourth higher education, this definitely cannot be a basis for deferment during a state of war," stated the President's representative in the Verkhovna Rada, Fedir Venislavsky, in an interview with Ukrainian News.

"I believe that it's entirely fair, given the conditions of war, to limit deferment with only one higher education. If a person is pursuing a third or fourth higher education, then this certainly cannot be a basis for deferment during a state of war," said the Member of Parliament.

According to Venislavsky, at the beginning of the full-scale war, the number of applicants over 30 years old increased.

"If a person is studying for a master's immediately after completing their initial education, that's obtaining a master's degree. If they entered a graduate program right after their education, that's understandable. But when a person has a break and only suddenly decides to engage in scientific activity during the war, this raises questions," Venislavsky noted.

However, he doesn't rule out the possibility that there are individuals who genuinely want to become researchers.

"If a person is studying full-time at any age and has the right to deferment, but we understand that there is abuse. Even in many foreign universities, they have opened entire faculties because it's a source of income, and in Ukraine, they have also started opening them. This is something that needs revision because we understand that there is abuse," the MP emphasized.
