Two brothers set up illegal fuel sales scheme in Dnipro region: involve refinery director in scheme

Two brothers from the city of Dnipro organized an illegal business for the sale of fuel. They also involved the director of an oil refinery, owners of gas stations, and entrepreneurs in their unlawful activities. This information was reported by the Dnipropetrovsk Regional Prosecutor's Office.

The suspects established a full-cycle production of diesel and gasoline at the oil refinery complex with production capacities of up to 500 tons of petroleum products per month. They then sold the finished fuel through networks of gas stations under their control. According to documents allowing the sale of fuel or those indicating the quality and origin of the fuel, the participants in the scheme had none. The individuals involved also provided false information in financial reporting and made unauthorized changes to the Unified Register of Excise Invoices.

Investigators conducted 50 searches in the territories of Dnipropetrovsk, Kyiv, Odesa, Poltava, Cherkasy, Kirovohrad, Zhytomyr regions, and the city of Rivne at the places of residence of the suspects, in their owned vehicles, enterprises, oil refineries, and automobile bases. During the searches, they discovered and seized:

- 11,000 liters of gasoline
- 20,000 liters of diesel fuel
- 1,000 m³ of petroleum products of unknown origin
- Funds exceeding 40 million UAH
- 498,000 euros
- 1.4 million US dollars

All nine participants have been informed of suspicion. The two organizers have been detained with bail set at 15 million UAH each. Proceedings against the other participants are ongoing. Additionally, the production facilities of the oil refinery, nine gas stations, and 43 corporate bank accounts have been seized.
