July 14th is declared a Day of Mourning in Vinnytsia as a sign of sorrow for the victims of the enemy missile attack on the same date last year. According to the order issued by Vinnytsia Mayor Serhiy Morgunov, the State Flag of Ukraine with a black ribbon should be lowered on the administrative buildings of the city council, executive bodies, municipal enterprises, institutions, and organizations throughout the territory of Vinnytsia city territorial community.

Enterprises, institutions, and organizations of all forms of ownership within the territory of Vinnytsia city territorial community are recommended to join in honoring the memory of the victims on the Day of Mourning by displaying national flags with black ribbons on their premises.

In addition, on this day, the organization of entertainment and concert events within the community is restricted, and the playing of entertainment music in trade and catering establishments, as well as in public transport, is prohibited.

On July 14, 2022, the enemy launched two "Kalibr" missiles at Vinnytsia. The missiles hit the Officers' House located in Victory Square. As a result of the enemy shelling, the building of the Officers' House was destroyed, the medical center located in the "Yuvileyny" residential building was completely burned down, and about fifty cars were destroyed or damaged. 29 people, including children, lost their lives due to the enemy missile strikes, and more than 200 people were injured.

The city council has planned to create a memorial park at the site of the tragedy. The concept and the appearance of the renovation of this area have already been approved
