A scandal erupted in Odessa over the violent arrest of a man by border guards. A video surfaced online showing border guards forcefully apprehending a man at a checkpoint. Commentators speculated that it was the personnel of territorial recruitment and social support centers handing him a summons. However, it was revealed that the incident captured in the footage was unrelated to the delivery of summons. The Odessa Territorial Recruitment and Social Support Centers conducted an investigation into the matter and stated the following:


"Following an investigation into the incident involving the arrest of a civilian by military personnel in Odessa, which gained significant public attention, it was established that the individual was live-streaming the deployment of a mobile checkpoint, which is strictly prohibited under the legal provisions of the martial law regime. After receiving a warning from National Guard representatives, the civilian engaged in a conflict, openly provoking the military. During the verification of his documents and cross-checking of data against the list of evaders, the civilian began making threats and exhibiting aggressive behavior, persistently provoking the authorities. Employees of one of the district recruitment and social support centers in Odessa, unable to control their emotions, exceeded their authority and, using force, placed him in a vehicle for transportation to the recruitment center."


The regional Territorial Recruitment and Social Support Center acknowledged that the district center attempted to conceal its involvement in the incident, but as a result of the official investigation, it was revealed that both individuals who exceeded their authority and violations in the use of an unmarked vehicle were identified.


"The responsible officials will be subject to disciplinary action and will be transferred to combat units where they can direct their strength and power towards combating the enemy," emphasized the Territorial Recruitment and Social Support Center.
