By mid-August, Odessa is to inspect the readiness of all bomb shelters. A relevant directive from the city's mayor, Gennadiy Trukhanov, dated June 1, was published on the city council's website.
It states, "To ensure round-the-clock unimpeded access of the population to the fund of civil defense shelters, which are under their management, ownership or use (on the balance, subordination, territory, etc.), except for those used for special purposes under separate orders (protective structures included in the composition of backup control points, as well as structures designed to shelter personnel of military units of the Armed Forces of Ukraine, the National Guard of Ukraine, and others established in accordance with the laws of military formations) in the event of an emergency (threat of fire impact)."
The document specifies that by August 10, bomb shelters should be inspected and readiness assessed. The relevant acts must be submitted to the State Emergency Service and to the Department of Municipal Security of the City Council by August 20. On June 1, following the death of three people near a closed shelter in Kyiv, Odessa Mayor Gennadiy Trukhanov addressed the people of Odessa, stating that during air raids, all shelters in the city must be open. He mentioned that those responsible for the shelters, which are municipally owned, have been informed of this requirement.
