A scheme to embezzle million in the development of a military town was exposed in Odesa

DBR (Detective Bureau of Ukraine) employees, in cooperation with the SBU (Security Service of Ukraine), have exposed a scheme involving the misappropriation of over one million hryvnias allocated for the development of a football field in a military town in the Odesa region.

The investigators from the Bureau have announced suspicions against an official from the Southern Territorial Apartment and Maintenance Department and the head of the subcontracting company, according to the agency's website.

It was determined that back in 2018, they entered into a contract for the construction of sports facilities in the military town, with a total cost of over 23 million hryvnias. Among other things, the plan included laying new artificial turf on the football field and installing lighting. However, these works were only carried out on paper, as indicated in the acceptance certificates.

As a result, the wrongdoers misappropriated over 1.2 million hryvnias allocated for the renovation.

The former deputy head of the Southern Territorial Apartment and Maintenance Department and the director of the subcontracting company have been notified of suspicions of embezzlement of military property, abuse of official position, and forgery of official documents (Part 2 of Article 28, Part 3 of Article 410, Part 4 of Article 191, and Part 1 of Article 366 of the Criminal Code of Ukraine).

The sanctions for these articles provide for imprisonment for up to 8 years.

The procedural guidance is provided by the Office of the Prosecutor General.

It is worth noting that another millionaire from the territorial recruitment center was discovered in the Odesa region. He turned out to be the deputy head of the recruitment center in the region, Denis Halushko.
